Mexico Sterling Silver 925 Tongs Metropoli

As found, Metropoli? Mexico 925 Sterling Sugar? Tongs.  Seem to be a little big for sugar cubes.  Measure 5 1/2 inches in length.  Might be hand made?  Surface scratches from use.  Weight 1.685 oz
